Visas

 Foreign visitors can enter Belarus visa-free if they plan to visit the territory of Brest and Grodno region.

Belarus introduces thirty-days visa-free regime for citizens of 74 countries since 27 July 2018, who enters Belarus by plane.

How to apply for a visa

To obtain a visa a foreign citizen should submit the following documents to the Embassy: 
 
1. Visa application form

A visa application form shall be filled out legibly by hand or by using technical means in an official language of the host country or in Russian, or Belarusian, or English. Answers to the questions posed in the visa application form must be complete and logically consistent and indicate the real purpose of the trip. The visa application form is signed by the foreign citizen personally. The visa application form for a minor (less than 14 years of age) is signed by his or her legal representative.

 

2. Photograph

One photograph of the applicant should be attached (stapled or glued) to the marked space at the upper right-hand corner of the application form. Do not staple the face.

 The photograph must meet the following requirements: 
  • taken within the last 6 months;
  • in color;
  • professionally printed in high quality on photo paper;
  • 45 mm high by 35 mm wide;
  • taken on plain, light and evenly lit background;
  • taken in full-face view directly facing the camera;
  • sized such that the face takes 70–80% of the photograph;
  • with no ink marks, tears or creases.

Please note: the photographs do not meet requirements will be refused.

 

3.  A foreign travel document

A travel document (passport or equivalent) must meet the following requirements:
 

  • contain a photograph of its owner; in case a minor is accompanying a foreigner and is written into the entry visa, the foreign travel document should contain a photograph of the minor;
  • have at least two blank pages intended for visas (no stamps or signs are allowed on these pages) ;
  • shall be valid for at least 90 days after the expected date of departure from the Republic of Belarus.

A travel document must not:
 — be dubious in terms of authenticity or ownership,
 — contain marks, entries, erasures and corrections that are not certified by the competent authorities of the issuing foreign state;
 — have torn-out pages.

 

4. Visa support documents (please see details in sections below on B, C and D types of visas)

IMPORTANT: A simplified visa procedure applies to citizens of migration-secure states (including all EU member-states) who go on a business or private visit to Belarus for a period not exceeding 30 days, which means that visa support documents (invitations) confirming the purpose and conditions of travel may not be requested by a consular officer. 


 

5. COPY of medical insurance contract concluded with any foreign insurance organization or Belarusian insurance organization  “Belgosstrakh” or “Beleximgarant”.
The medical insurance contract with foreign insurance organization must:
 — contain the name of a foreign insurance company, address  of its location, telephones of foreign insurance organization or international assistance services, as well as the surname, first name, middle name (if available) of a foreign citizen;
 — be valid at the territory of Belarus;   
 — be valid for a period of stay in Belarus;  
 — provide  the limit of indemnity not less than EUR 10 000.
A medical insurance contract with foreign insurance organization can be confirmed by an insurance policy, an insurance card or other document containing the above mentioned information about the medical insurance contract.

7. Additional documents
May be requested by a Consular Officer in certain cases depending on the scope of documents submitted.

Procedure of issue of visa starts when all documents are sufficient and money (visa fee) is on the Embassy's account. 

There are the following types of Belarusian visas
 
B — transit visa; 
 
C — short-term visa, valid for up to 90 days; 
 
D — long-term visa, valid for up to 1 year with the right to stay up to 90 days unless otherwise stipulated by international treaties of the Republic of Belarus.
 
Entry visas may be single-entry, double-entry and multiple-entry. 
 
A single entry visa entitles to a single entry, stay and departure from the Republic of Belarus for the period indicated in the visa and within a specified number of days of stay, but not more than 90 days. 
 
A double entry visa entitles to a double entry, stay and departure from the Republic of Belarus for the period indicated in the visa and within a specified number of days of stay, but not more than 90 days. 
 
A multiple entry visa entitles to numerous (more than 2 times) entries, stays and departures from the Republic of Belarus for the period indicated in the visa and within a specified number of days of stay, but not more than 90 days durian a calendar year, unless otherwise stipulated by the international treaties of the Republic of Belarus.
 
A Consular Officer makes a decision about granting a visa on the basis of the documents submitted (and the results of an interview in specified cases). 

Process of visa issue takes 5 working days (it means your visa might be ready in one week from the date of application). As a matter of urgency — within 2 working days (48 hours).
A Consular Officer may reduce the number of entries to Belarus and the term of validity of the visa at his/her discretion. 
A Consular Officer is not obliged to indicate the reason(s) for visa denial. 
In the event of visa denial the consular fee is not reimbursed.


1. Transit visa (type B) is issued for a transit through the territory of the Republic of Belarus for the stated period, but not more than 1 year, and is valid for 2 days from the date of entry into the Republic of Belarus.
Transit visa is issued for a single, double or multiple transit through the territory of the Republic of Belarus in case a foreigner has the visa of the country of his/her final destination.
If a visa to enter a destination country is not required, an applicant should be prepared to show railroad, motor, airline tickets or booking confirmation or provide other relevant information to be able to get a transit visa.

2. Short-term visa (type C) is issued on the basis of the following visa support documents for the purpose of: 
 
 — making a business trip, participating in sports/cultural activities 
an application letter of a legal entity of Belarus, issued on the letter-head with the full name of the entity, its location and telephone number, and the commitment of the legal entity that the foreigner shall comply with the rules of stay in the Republic of Belarus, sealed by the legal entity.

If it is necessary to exercise control over the work of a representative office of a foreign enterprise in the Republic of Belarus or to undertake other activities directly related to the work of this office, managers and employees of this office or a foreign enterprise (organization), which has established this office, can be granted a short-term business visa on the basis of the application letter of a foreign enterprise office in the Republic of Belarus issued on the letter-head with its full name, location and telephone number, and the commitment of the representative office that the foreigner shall comply with the rules of stay in  the Republic of Belarus, sealed by the representative office.

A short term visa is issued for up to 90 days and may be single-entry, double-entry and multiple-entry.

A copy of the application letter can be accepted, including facsimiles or e-mailed copies, by a prior consent of the Consular Officer.

 - study —
an ORIGINAL invitation letter from a Belarusian educational organization authorized to issue such invitations with a confirmation by the Citizenship and Migration Department of the Ministry of Internal Affairs, in the territory of which the organization is situated, for a period specified in the invitation.
Visa is issued for up to 90 days and may be single-entry, double-entry and multiple-entry.
On arrival to Belarus with a short-term student visa a foreign citizen shall seek to receive a sojourn permit and, if necessary, a multiple exit-entry visa from the local Citizenship and Migration Department of the Ministry of Internal Affairs of the Republic of Belarus.

- religious reasons —
an application letter of a religious association issued on the letter-head with the full name of the religious association, its location and telephone number, and the commitment of the religious association that the foreign citizen shall comply with the rules of stay in the Republic of Belarus, sealed by the religious association and approved by the Commissioner for Religious and Ethnic Affairs of the Republic of Belarus.
By the prior consent of the consular officer, a copy of a duly completed application letter may be accepted, including a facsimile or an e-mailed copy.Such a visa is issued for up to 90 days and may be single-entry, double-entry and multiple-entry.

- tourism —
one of the following documents for the period specified herein, but not more than 30 days: 

  • an application letter of a Belarusian tourist company, issued on the letter-head with the full name of the tourist company, its location and telephone number, and the commitment of the tourist company that the foreigner shall comply with the rules of stay in the Republic of Belarus, sealed  by the tourist company; 
  • an application letter of a treatment center or a health improvement organization, issued on the letter-head indicating its full name, location and telephone number, purpose, period of stay of a foreign citizen, the services provided, confirmation of the voucher reservation and full or partial prepayment for the services, as well as the commitment of the treatment center or health improvement organization that the foreigner shall comply with the rules of stay in the territory of the Republic of Belarus, sealed by the organization;
  • an application letter of a rural tourist business with its name and address, purpose, period of stay of a foreign citizen, the services provided and the commitment of the rural tourist business that the foreign citizen shall comply with the rules of stay in the Republic of Belarus and copies of the documents confirming the right to provide its services in the sphere of rural tourism.

By a prior consent of the consular officer a short-term tourist visa (valid for not more than 10 days) could be obtained on the basis of a faxed or e-mailed to the Embassy confirmation of booking of rooms in collective or individual accommodations (hotels, hostels, campings, etc.) issued on the letter-head of a hotel or a private entrepreneur indicating its full name, location and telephone number, and bearing a signature and seal. Please note that for such simplified procedure we will not accept confirmations printed out from web-sites like booking.com or similar.

- for private purposes —
one of the following documents: 

  • an original invitation issued by the Citizenship and Migration Department of the Ministry of Internal Affairs of Belarus; 
  • official confirmation (such as physician certified report or death certificate) of a serious illness or death of a close relative or spouse – for issuing a visa to a foreigner, as well as to his close relatives and family members, whose close relative or spouse became seriously ill or died in Belarus;  
  • a subpoena, including the one received by facsimile or e-mail; 
  • an original document confirming the ownership of the real estate property in Belarus – for issuing a visa to a foreigner who owns that property and to his/her family members; 
  • petition made by Belarusian healthcare institution or contract for medical services with Belarusian healthcare institution prepared in accordance with Belarusian legislation – for issuing a visa to a foreigner who needs to receive a medical care in Belarus as well as to his/her escort person, if required;
  • by a prior consent of the Consular Officer  – a private invitation prepared by a citizen of the Republic of Belarus in accordance with a specified form, whose signature is certified at the Belarusian Embassy, or a notary public of the Republic of Belarus (such an invitation is valid for 90 days).

- visits of cemeteries and graves —
an original certificate of a local executive committee confirming the fact of  burial in the Republic of Belarus and the maintenance of the graves of close relatives or spouse of a foreign citizen. 
Visa is issued for up to 90 days and may be single-entry, double-entry or multiple-entry.
 
-  implementation of humanitarian programs, including foreign donations, children’s rest and recuperation and voluntary gratuitious works —
an application letter of the Humanitarian Activities Department of the Presidential Administration of the Republic of Belarus or another governmental body authorized by the laws of the Republic of Belarus, regional executive committees and Minsk City Executive Committee, including applications  received by facsimile or e-mail; 
 
- journalism — 
a journalist visa is issued to mass media representatives of foreign states in connection with their temporary accreditation with the Ministry of Foreign Affairs of the Republic of Belarus; 
 
- employment (hire entitlement) —
one of the following documents: 

  • a notary certified copy of  a special employment permit of a migrant in the Republic of Belarus issued by the Citizenship and Migration Department of the Directorate of Internal Affairs of Minsk City Executive Committee, Department of Internal Affairs of a Regional Executive Committee;
  • an original application letter of a commercial organization with foreign investments, issued on the letter-head with the full name of the commercial organization, its location and telephone number, and the commitment of the commercial organization that the foreign citizen shall comply with the rules of stay in the Republic of Belarus, sealed by the commercial organization, and certified copies of the articles of incorporation or appointment orders for the founders and managers of commercial organizations with foreign investments.

On arrival in Belarus with a short-term employment visa a foreign citizen shall seek to receive a sojourn permit and, if necessary – a multiple exit-entry visa  from the Citizenship and Migration Department of the Ministry of Internal Affairs of the Republic of Belarus.

3. Long-term multiple-entry visa (type D) is issued on the basis of the following visa support documents for the purpose of:
 
- maintaining business contacts, participating in sports/cultural activities — 

  • an ORIGINAL application letter of a legal entity, issued on the letter-head with the full name of the entity, its location and telephone number, and the commitment of the legal entity that the foreign citizen shall comply with the rules of stay in the Republic of Belarus, sealed by the legal entity;

  • copies of the contract (cooperation agreement) between the Belarusian legal entity and a foreign citizen or foreign organization in which he works, confirming the existence of stable business relationship, or any documents of the Belarusian legal entity (including the articles of incorporation) confirming that the foreigner is an incorporator of Belarusian commercial organization or is an employee of foreign company which established commercial company in Belarus, sealed by the Belarusian legal entity or the organization in a contractual relationship with the Belarusian legal entity, or a copy verified by the Consular Officer against the original document; 
  • should a Consular Officer decide so - other documents confirming information contained in the application and the existence of business contacts must be submitted. 

A long-term visa for business purposes can be issued on the basis of an application letter of a representative office of a foreign company or bank in the Republic of Belarus for an entry visa:

  • to managers and employees of the representative office  of a foreign company or bank in the Republic of Belarus;
  • to founders, managers and employees of a foreign enterprise (organization), which has established this office — in order to supervise the representative office or any activities directly related to the work of the representative office. 


 — for private purposes — 
on the basis of one of the following original documents:

  • an invitation issued by the Citizenship and Migration Department of the Ministry of Internal Affairs of the Republic of Belarus;
  • a document confirming the ownership of the real estate property in Belarus – for issuing a visa to a foreigner who owns that property and to his/her family members; 
  • petition made by Belarusian healthcare institution or contract for medical services with Belarusian healthcare institution prepared in accordance with Belarusian legislation – for issuing a visa to a foreigner who needs to receive a medical care in Belarus as well as to his/her escort person, if required; such documents may be accepted by fax or e-mail;
  • by a prior consent of the consular officer  – a private invitation prepared by a citizen of the Republic of Belarus who is a husband (wife) or a close relative of the foreign citizen, whose signature is certified by a Belarus' Embassy or Consulate officer authorized to perform notarial acts, in accordance with a specified form.
