Information on changes in the order of entry of foreign citizens and stateless persons to the Republic of Belarus due to the spread of COVID-19 infection

 
 
In accordance with the decision of the Government of the Republic of Belarus from October 15, 2020 the order of entry into the Republic of Belarus has been changed.

Persons arriving in the Republic of Belarus from the countries included in the list of countries where cases of COVID-19 infection are registered (hereinafter — the List, posted on the official website of the Ministry of Health at the following link: http://minzdrav.gov.by/upload/dadvfiles/letter/perech0910.pdf), as well as persons arriving from countries not included in the List and transiting through the countries included in the List, if these persons do not have documentary proof of stay in transit countries for not more than 24 hours, are subject to self-isolation within 10 days.

Foreign citizens and stateless persons, except for those permanently residing in Belarus, who come from countries not included in the List, when crossing the State Border of the Republic of Belarus must have an original medical document (in Russian, Belarusian or English), confirming a negative result of laboratory examination for COVID-19 infection (hereinafter – medical document).

The medical document must contain the name (surname, first name, patronymic) of the citizen and the result of the laboratory test for COVID-19 infection.
The laboratory test should be performed no later than 72 hours before the date of crossing the State Border of the Republic of Belarus by polymerase chain reaction (PCR).

Control over the availability of a medical document is carried out by border guard officials (at checkpoints where border control is carried out by customs authorities – customs officials). The absence of a medical document in Russian, Belarusian or English will be grounds for refusal of entry into Belarus.

The following categories of foreign nationals and stateless persons do not need to comply with the self-isolation regime or present a medical document:

-staff of diplomatic missions, consular offices of foreign states accredited in Belarus (also with residences in other countries), international organizations and their representative offices located in Belarus, as well as their family members;
-heads and members of official delegations, including those arriving at the invitation of government institutions and organizations;
-drivers, while conducting international freight shipping, as well as transportation of international mail;
-crew members of aircraft, inland water transport vessels, train brigades and locomotive brigades of international railway traffic;
-persons who arrived from the countries included in the List while transiting through the territory of Belarus with documents confirming departure from Belarus within one day;
-persons engaged in transportation of stem cells, organs for transplantation;
-foreign citizens and stateless persons permanently residing in the Republic of Belarus, who arrive in Belarus after being on a business trip from the territories of the countries included in the List;
-foreign citizens and stateless persons permanently residing in the Republic of Belarus, who arrive from the countries not included in the List and have transited through the countries included in the List, provided that these persons have documentary proof of stay in the transit countries not exceeding 24 hours.
