On the Agreement between the Government of the Republic of Belarus and the Government of the Russian Federation on certain issues related to the entry of foreign citizens and stateless persons visiting international sports competitions

The Agreement between the Government of the Republic of Belarus and the Government of the Russian Federation on certain issues related to the entry of foreign citizens and stateless persons visiting international sports competitions (hereinafter referred to as the Agreement) was singed in Minsk on 29 May 2018. The Agreement temporarily comes into force on 1 June 2018.
The Agreement regulates the entry procedure of foreign citizens and stateless persons onto the territory of both countries during the 2018 FIFA World Cup in the Russian Federation and the II European Games 2019 in the Republic of Belarus.
In particular, in accordance with the Agreement during the 2018 FIFA World Cup in the Russian Federation foreign citizens and stateless persons with 1) valid travel document and 2) personified document for visiting the FIFA World Cup events (FAN ID or electronic form of a FAN ID) may enter, stay, exit and transit through the territory of the Republic of Belarus without national Belarusian visas within the period between 4 June 2018 and 25 July (that is 10 days before the FIFA World Cup starts and 10 days after the FIFA World Cup ends).
The above mentioned persons while travelling shall cross the border between the Republic of Belarus and the Russian Federation exclusively at the following automobile roads and railway tracks points of international connection:

Foreign nationals and stateless persons, who are the drivers of vehicles transporting the above mentioned FIFA World Cup Fans, also may cross the Belarusian-Russian border in above mentioned automobile roads points if they have valid permits to enter, exit and stay in Belarus or Russia (valid Belarusian or Russian visas, other permits) or without those if they are entitled to visa-free travel to Belarus.
Persons who are not subject of the Agreement (for example, sportsmen, coaches, medical personnel, media representatives etc.), with the exception of citizens of the Republic of Belarus and citizens of the Russian Federation, shall use only the international border check-points. In case of entry directly from the territory of Belarus onto the territory of the Russian Federation such opportunity is provided while using the air transport from/to the international airports.
